ROCHESTER — The owner of Rochester Pawn is disputing the 11 charges against the manager of the pawnshop, which claim he failed to properly document tools that were sold to the shop in October — tools that later turned out to be stolen.

While police claim the store’s manager violated the city’s ordinance, Carl Branco, the owner of Rochester Pawn, claims the store has kept all records, in full detail, regarding the purchase. Branco said the charges against the shop manager, Ronald Vasseur, are “absurd.” In late October, a Lee resident came to Rochester Pawn asking to sell several tools to the shop. The man stated his father recently died, and that he needed money for the burial costs, said Branco.
