LAS CRUCES >> Authorities hope new rules for dealers in secondhand goods will help to boost a low recovery rate for stolen property in Las Cruces.The new detailed pawn ordinance, passed last week by Las Cruces city councilors, expands the types of businesses regulated to include stores that resell goods but that aren’t pawn brokers — such as Hastings — as well as gold and silver jewelry buyers, according to police.
